Well in guitar terms you would just stick to calling it delay.. same thing really.
By virtue of their electrical properties, tubes generate a special waveform when they're saturated, which is why tube engineering has tremendous tonal advantages over solid state or DSP solutions, particularly for crunch and lead sounds. Tubes enter the saturation zone gradually or softly, which lends tube-driven tone its trademark yet totally unique character.

If it's an amp effect, then it probably doesn't have many variable settings (e.g. feedback, effect level), so I'm thinking maybe it has to do with the type of delay. For example, "echo" sounds to me to be referring to a longer, lower wet signal, type of delay, whereas "delay" sounds like a shorter, slapback type delay. This is all in terms of effects that I would expect to see on an amp.

But, Death55 is right in saying that echo and delay are the same effect, AFAIK.

The best way to figure out the diff. would be to simply play with the amp.
... and that's all I have to say about that.

I would suggest turning off the ECHO and DELAY knobs. Play a short passage. Turn th DELAY halfway up. Play the same passage. Turn DELAY off and ECHO halfway up. Play the passage again. This should give you an idea of what they do on that amp.

I would assume, since they're two different knobs that DELAY would be delay, and that ECHO is probably the amp's name for REVERB. Just my idea.

Interesting point by saying they are the same thing, cuz Ibanez has a stompbox with both echo and delay effects...Maybe its their way of marketing to get people to buy more stuff.

Regarding the difference, echo is commonly used for analog delay units or their simulations on a multieffect.
