When playing with accents ,does it work that instead of making the accents louder , to keep it regular and the make the regular quieter?

It depends on the intended dynamic level of the piece of music. You can, as you suggest, start at a low dynamic level, then make the accents "regular", or at a medium dynamic level.

[br]It's important to think about the dynamics throughout the song in order to have a plan. Then you can plan on playing low enough to have some "headroom" to go higher when you need to accent.
