When you are learning to strum, you will want to be striking all of the string with each stroke of the pick. There are some chords when you will mute particular strings, or some chord voicings where you only strum the top three strings for example, but that is completely intentional. When you are talking about open chords or barre chords, you'll want to strum all the strings.
