Is it a thing to have a fretted neck where the frets don't rise above the fretboard? This would mean that the frets can be seen but not felt when playing? I'm wondering if there is a brand or style of guitar where it feels fretless while actually still having frets.

No...unless you're talking about pedal steel or lap steel guitars. And in each case the fret markings are just there as reference. There are fretless guitars but they seem like a pain and sound a little dead to me not to mention that it's impossible to play chords. Here's a video of a fretless guitar.

Mostly I've seen fretless guitars& basses with thin strips of wood in the slots where the fret tang would be placed.
I've heard of older Les Pauls with super low profile frets called "fretless wonders".
