The first thing to decide is electric or acoustic. You can start out on either...personally I think it's more of a question of which type of guitar would inspire to to play more...which one is "cooler" to you?
If you go cheap, make sure the guitar is playable, setup well, and intonated properly If you can, have somebody that plays help you choose a guitar. As a beginner, you don't want to fight the guitar.
The nice thing about an acoustic is things are simple and you can focus on playing...no amp to fiddle with and an acoustic is portable.
I got my kids a 3/4 size Mitchell acoustic that is VERY playable. Mitchell is a Guitar Center house brand. It is an acoustic that plays like an electric...very easy on the fingers which is important when starting out. Nice low action too. It sounds a bit twangy due to its size, but that's OK. Once you know what you are doing, you can move to something better. A 3/4 size acoustic makes a great travel guitar.
