Give Away only for US Residents?

Hi,
I got the guitartricks newsletter that promotes the rock guitar course. There is a give-away. Dougles in the video says it is open for everyone. In the rules it says:

"The Giveaway is open to legal residents of the United States who are 18 years or older at the start of the Promotion Period. "

Is it really only for US residents?
