Okay people, here is the problem:

On my Les Paul. When i toggle on the neck rhythm pickup something is wrong.

There is sound comming out of it but it's very low volume. Then when i strum a few chords hard the sound comes back to normal gain and volume. Then if i switch down to the treble pickup the sound is totally normal as it should be. But then when i go back to rhythm it's low again. What can this be.

Also, when i turn down the neck pickups volume knob there is still low sound comming when i play.
What is going on?

Could be the switch or some wiring going bad. Sometimes you can clean the switch up temporarily just switching it back and forth rapidly to clean the contacts. If you have some contact cleaner, spray some on. But it's temporary. This happened on my SG (within a few months of purchase) so I replaced the switch and the pots while I was at it. No problem since then.

If it's a wiring problem, could be bad ground or just a bad solder point. Try finding a bad joint (probably will look dull) or just resolder the points along the path to the neck pup.
...so ever since then, I always hang on to the buckle.

This might be a good question to ask in our "Ask A Guitar Tech" section: http://www.guitartricks.com/forum/forumdisplay.php?f=30

Sounds like a wiring problem to me, you might need to take it in to a tech.

The trouble shooting process for this issue would start at the switch and work away from it...

Low volume, intermittent signal - Probably a lose wire or connection somewhere. The volume going in and out is probably being caused by the movement of the guitar rather than the actual output of the notes you're playing. When you strum harder you're moving the guitar about more. Makes me think you probably have a loose connection somewhere. Check the leads to the switch and to the neck pickup volume and tone pots...

I had that same problem on my Les Paul last year. I called Gibson and they had me send it in....they have a life time warranty. I had to pay for the shipping to Nashville, but they paid the return shipping. Whole process took 5 busines days.
