Do springs wear out? If so, how often and will it affect the guitar staying in tune?

Sort of. In theory the metal will fatigue and lose some of the stored tension. However, if your Strat is having tuning problems, your troubles will likely be at the nut.
...so ever since then, I always hang on to the buckle.

Ok, so I usually change my strings often but for some reason or another I haven't lately. I admit, they are dull. I always stretch the strings at the beginning. If the strings become old will they lose their ability to stay in tune? I know metal strings stretch and settle, but what about when they become old?

Thanks for the reply, I understand.
My Strat is 2yrs old, the nut appears to be fine. I installed Locking Tuning Pegs to end string rap around, sort of like having locking nuts with a Floyd Rose. They work well, I usually change strings often but haven't lately, I admit they are old and dull. I'm thinking the strings lose their ability to stay in tune once they are old??? I love to use the tremola, but lately every time I use it my guitar get thrown out of tune. Thinking a string change is imminent but a friend said the springs might be worn out. Thanks for any input.

Yes the springs will loose there tension as time goes by. I acquired a 1989 yamaha guitar with bad tremolo springs and went to a music shop and bought some new ones for $3.00. Now the guitar stays in tune.
