Picking Problems

Plain and simple I just have a problem picking. I go too deep or not deep enough in to the strings. I have tried different positions with the pick and the guitar but I seem to have a block. I have watched countless video lessons and artists but I just cannot seem to find the zen to do this to my satisfaction. Is this normal?
