In order to tune without any assistance you need to know the exact pitch of the strings by ear (or at least the low E and then you can tune from that).

As for chords, just saying you can't play them doesn't really help. I would recommend signing up for full access for this site for at least a month and giving it a shot.

as stated, you can tune to the lowest string, and the rest of the strings will be relative to that. However without a pitchpipe, tuner or some point of reference, your low string may not actually be tuned to E to start with. If its too high you can end up breaking the top string by the time you get there but here's the basic procedure assuming your low string is E in the open position.
Fretted at the 5th fret, this makes it an A which is the 5th string in the open postition. So just sound the note on the 6th string at the 5th fret and tune the 5th string to that note. Now sound the 5th string at the 5th fret....you will hear a D note which is same as the open 4th string so tune that string accordingly. Fret the 4th string at the 5th fret to get a G which is the 3rd string open. Now the 3rd string is a variation ..fret it on the 4th fret to get a B note which is the 2nd string in the open position. Now back to the 5th fret on the 2nd string to get an E which is your top string open.

A decent tuner cost less than 20 bucks and a pitch pipe is even cheaper although you can still be off with your ear.
Chords just take practice.......what specifically are you having trouble with?

The phone dial tone is a combination of A and F. I used to tune my 5th string to the payphone in college :)

Then, as the other say, you can tune the other strings to that string.

Another thing is, If you allready know at least one song in either the key of E or A, I mean know it GOOD like a classic rock song that you've listened to since being inside your mum's womb. You "inner ear" should not be far from the correct freq. For me, I always loved (still do) David Bowie's Suffrugette City. So in my mind I can always hear that first chord sliding into A by Mick Ronson. I'd then tune my A string to the song playing in my mind. Then I'd tune the other strings to that. It'll take some practice but I found that after a while, I was getting my guitar tuned pretty much on the mark.
good Luck!
