as stated, you can tune to the lowest string, and the rest of the strings will be relative to that. However without a pitchpipe, tuner or some point of reference, your low string may not actually be tuned to E to start with. If its too high you can end up breaking the top string by the time you get there but here's the basic procedure assuming your low string is E in the open position.
Fretted at the 5th fret, this makes it an A which is the 5th string in the open postition. So just sound the note on the 6th string at the 5th fret and tune the 5th string to that note. Now sound the 5th string at the 5th fret....you will hear a D note which is same as the open 4th string so tune that string accordingly. Fret the 4th string at the 5th fret to get a G which is the 3rd string open. Now the 3rd string is a variation ..fret it on the 4th fret to get a B note which is the 2nd string in the open position. Now back to the 5th fret on the 2nd string to get an E which is your top string open.

A decent tuner cost less than 20 bucks and a pitch pipe is even cheaper although you can still be off with your ear.
