Are counts how many times you should stroke the guitar strings with the pick? For example, if it says that each bar has 4 counts, should i stroke the guitar strings 4 times for each bar/chord? Thax alot!!

If your talking sheet music wise, counts refer to the pattern of weak and strong beats in a measure. If the count is 4/4, then the first number means there are four pulses in a measure, and the second number means each of them are a quarter note. That doesn't necessarily mean you should strum four times per measure, but you need to look at the actual notes. The count just provides the rhythmic feel for the music.
