If you were using the onboard sound card and you did not disable it in BIOS then every time you restart Windows regardless if removed it in device manager or not the plug'n'play OS you are using will look to install the H/W. Just go to your motherboard BIOS and under integrated peripheral you should find the onboard sound card just disable it and it will be invisible to the OS...
