i dont know about your first question, but i have been doing some exersices to build speed that have really helped.
You can make your own combinations but i do this exersice for the left hand
e-----------------------------------------1-2-3-4------------------
B---------------------------------1-2-3-4--------------------------
G-------------------------1-2-3-4----------------------------------
D-----------------1-2-3-4------------------------------------------
A---------1-2-3-4-----------------------------------------5-6-7-8-
E-1-2-3-4-----------------------------------------5-6-7-8---------
i think you get the idea and do it all the way up the neck and all the way back down. then you do the same thing but just a different pattern, i do: 1423, and 1324 in addition to 1234. start out slow and do it w/o distortion or not plugged in. and alternate pick, there are some other techinques but personally i find alternate picking the easiet and fastest.
for right hand speed you can try alternate picking each string indivually starting out slow then keep getting faster and faster until you reach the fastest you can pick and try to hold it.
thats all i know, you can find it all on the internet some where.

Shouldn't he lower the action of that guitar? I guess I am a bit confused why nobody addressed him asking about his strings being so high off the fret board... I realize speed comes with practice indeed but wouldn't lowering the action be a big help in that regard?

LearningGuitar, you seem to be new at learing guitar(haha)
dont try to shred when you first pick up a guitar. If I were you, get used to your squier and learn to play scales and stuff fluidly. You can play fast(shred Steve Vai style) on just about any guitar. Just become more fluid with the guitarand improve your overall technique, give yourself a couple of months(2-4), and then really try to shed up.
If you take my advice, you will see natural changes in your overall speed in just three or so weeks. Also, learn how to alternate pick strings for faster licks. Dont really go into the hard stuff without knowing the basics first.
And the best part of all...
once you become a fast player on your Squier which the strings are a mile apart from the frets, go the a local music store and pickup a decent guitar just for playing and testing. You will see that you are blazzing faster on that guitar than on your Squier. Dont be surprized, the harder the guitar is to play, the better the results will be when you pick up a really good guitar to play.
