The best that anybody here can do for you is to guess at what it would cost them in their town. You will have to take it to a guitar tech or a luthier for an estimate.
It is possible to dismantle the guitar and paint it yourself, but I don't recommend it. You are much more likely to ruin it than make it better.
Re-painting a guitar is a very tricky thing to do well. And putting it back together so that it plays well is something that guitar techs spend years learning how to do right. Sadly, there are many more wrong ways to do it than right ones. And let's be real here - if you already knew how to do it right, you wouldn't be asking about it.
