Repairing Coat lift

On the headstock of my gibson theres coatlift. Where the varnish goes clear near scratches as air gets in and under the lacquer. Any idea how to fix this? I noticed that its like air bubbles in wall paper (go with me on this one) as in if u push down hard on the clear bits u can almost move em around!
Any ideas how to get rid of coat lift without revarnishing it?
