I dunno. I've seen people put up fliers here at my college looking for band members, I dont' know if that would work in whatever your current situation is, but it might. Or, if the local store is the type people hang around at, you could see who goes there and strike up conversations with people who look like they know what they're doing. Or you could look out for bands in local clubs/pubs who seem to be missing something see if they're looking for more members. There are a lot more lonely 1-3 member bands out there than most people think.
