Hi.
Any type of chromatic, 4-fingers-per-string excercise is a good start. If you find yourself consistently practicing scales, you will notice that it's only a matter of time before you will start using your pinky finger.
For that matter, it doesn't necessarily need to be scale/solo-type stuff. You can also excercise your pinky finger with chords, especially jazz voicings. Some of those intricate, odd chordal arrangements can really enhance the usage of all your fretting fingers. I'd post some irregular voicings for you to try, but I'm not currently near a guitar and that simply requires too much thinking to tab stuff without a guitar handy. Lol.

Whenever I want my pinky to get some workout.. I just sit there doing legatos trying every possible combos and positions on the neck till I get tired.

Usualy you'll have to focus on the hammer-ons , cuz the main problem with the pinky is that it hammers weak , making it a harder to get clear and faster legatos... I had that problem long ago too.

If you really wan to build up your muscles quickly, try Tapping.
4--7--12 etc... on all the strings
Move em around like 5--8--12 and then alternate
5--8--12, 5--7--12, 4--7--12 etc ....
Keep going until you can't anymore... break for a few minutes then do it again.
After many months you'll notice the muscle on the outside of your palm on the left hand just below the pinky is larger than the one on your right hand.
It'll also build up your speed and accuracy.

One key thing to remeber about the pinky and pull off is that you really should pull DOWNWARDS of the string on the fretboard as your pulling off so your slightly attacking the note

Its not so much the pinky,but what fingers the pinky works with.Try using your middle,ring and pinky to do stuff...you'll know what I mean.My Index,middle and pinky all get along fine.My index,middle and ring get along fine,But when the ring and pinky go to work they attempt at hugging each other.Heres a little idea...take some small wrenches and place them between your fingers so there separated a good strech from one another and bind it all up with tape so it stays in place with no effort...now sleep with it like that every night.That will teach them fingers to stay the hell away from each other...if they dont atriphede in the process...

I would have to say that tapping is the best pinky exercise. But you could also try putting little weights on it and flexing your pinky a few times.
