yoiks, hard call this one and likely to be hugely biased to my current listening, mainly dominated by 'Strays' which means Dave Navarro's in there somewhere.

Leo Kottke - then again he sound like 3 people at once
Joe Satch - pretty much edges out other shredmeisters cos he has the tunes
Hellecasters - I never know who's playing what on their albums so it's a 3 way tie.
Django - should be in everyone's top 5. the forerunner of shred
Paco de Lucia - every aspiring player should check him out
