I know people who have been playing for years , and couldn't get into any of Malmsteen's , although I find his stuff to be relatively easy now.

As for Paganini's on guitar , his stuff were written for violin which is technically different from guitars ... That's why no body could dare to play these on guitar till new guitar techniques were developed in the 80's like sweeping , also alternate picking became more precise and a lot faster.

BTW, I played the 5th Caprice @220bpm , but get sloppy on some parts. :)
I play it in the E scale instead of A , to go on through the 4 octave scale runs ... You can find lots of excellent tabs on http://www.olga.net & http://www.mysongbook.com .
