Drop D is a tuning ... To get it , tune your guitar to standard EADgbe tuning , then drop your low E to D .
Tapping is using your picking hand's fingers (or pick) to fret (by legato technique , i.e. Hammerons and Pulloffs).

I reason your pal might have told u to drop D is beacuse it makes some chords easier to play, especialy if your a beginner. G5 - 355XXX becomes 555XXX. Which is easy to play with just one finger!
