We, as humans, are incapable of perfect technique... The best we can do is hope for a clean technique.
If you are looking to emulate someone with a good clean technique, check out either Paul Gilbert or Steve Morse. Both have awesome picking techniques. Gilbert can alternate pick quicker and cleaner than most of us could hope to sweep pick, and Steve Morse is all around a great techician.
