6-4 is right (usually written on top of each other, can't do it on reddit). The name refers to the intervals above the lowest note: A is a 6th above C, and F is a 4th.

EDIT: so in C major, it'd be IV 6/4. The Roman numeral IV is because the root of the chord, F, is the fourth note of the C major scale.
