When practicing sitting down should you use a strap? Or is it just personal prefrence?
Strap or no strap?
Well, it's always personal preference! But I have found that using a strap while sitting down helps stabilise the guitar, especially when you are starting out.
Yes a strap is a very good idea. Beginners have enough hard stuff to learn, holding onto the guitar should not be one of them. If you look at the prior GT Forum postings, you will find endess entries about how much a strap helpled people stop fighting with their instruments.

Also, you may find whike practicing sitting down that you are frequently typing something on computer, writing something down in a notebook or on tablature, twisting a knob on amps or pedals, etc....so a strap can be pretty useful as a way to hold guitar when your hands are doing other things.

Strap. Definately strap. I've been practicing that way fo decades and some of the instructors here also suggest the same. You have a little more control of the position and movement of the guitar, even when sitting, with a strap.
