You can but I don't often do so. However, the trick to index finger bends, you don't push up to bend as you might do with a ring figer bend but you would pull down to bend. At least that works mostly for strings 4 through 6.

I would not do that. Get a least two fingers on it for a bend like that. You'll do long term damage over time to your hand/finger doing 'one finger' full step bends.
Anders Mouridsen demonstrates full-step single-finger bends in several of his Level 2 blues lessons. I have also had difficulty with these. I am going to try switching to lighter gauge strings (perhaps a .009 high E) to see if it makes a difference. In the meantime, I'd appreciate any feedback from Anders.
