I have an Epiphone Les Paul Special II. Now the guitar cost me About 190 dollars (american). If I replace the hummies I got with the Gibson 490 Series hummies will it be worth it? I love the way it sounds don't get me wrong (I play it through a Small Fender Frontman at home with a Fender Electro Volt Cable and I put a slight touch of skin along with the pick but not to much to create a harmonic. Maybe that'll give you an I dea of the tone? Maybe not?) but, It could be clearer and is it possible to put locking tuners on a guitar? It gets great sustain (mahogany body rosewood fingerboard bolt on neck and a stop bar tail). what would be my best move?

Upgrading on pickups and putting on locking tuners is always good.
Keep in mind though, locking tuners won't keep your guitar in tune any better. They just make it easier to replace strings.

Locking tuners will help keeping your guitar in tune.

Yes but what would be the best gear to replace them with?
