I'd offer Saddam Hussein to get the hell out of Iraq to prevent the outbreak of a general war in the middle east. If that failed I'd offer George Bush a couple of billion to step down to prevent the same then arm Saddam's opponents and let them sort him out. Then I'd treat myself to a 59 Les Paul, a Marshall stack, a sackful of effects boxes and every CD I ever wanted, oh and a good guitar tutor so I could improve my technique. Then every Friday night pay the world's top bands to play just for me and my friends although I woud'nt give in to their ridiculous demands (you like removing all the brown M&M's from the bowl, I'd start with The Who, then Led Zeppelin. (who would you choose). I'd open a recording/rehearsal studio where young bands could practice and make demo's at very cheap rates and let them develop at their own pace, if they were any good I'd have them managed in a decent and honest way.
