How do this effect in Pantera's Cemetery Gates

you'll have to be more specific then approx 1:33 because he is not playing any kind of harmonic at that point

to get other notes you need a Harmonizer.. and in 1:33 , it doesn't seem to be anything complicated technicaly, he just play a high pitched note (or harmonic) and dive the bar..

he may have the harmonizer on, so you aren't going to get the exact sound without one..

my advice , dont bother yourself with this particular thing, a good harmonizer is going to cost you so much, just pick a high pitched note or a harmonic & dive the bar, you'll get a similar effect

One of my fav. dive techniques that really screams is something my friend came up with years ago.
Strike the 2nd fret harmonic on the B string and the 5th fret harmonic on your high E string at the same time as a chord then do a bar dive and a wild vibrato (with the bar) as you dive bomb. It will scream! :-)

Before attempting this you have to practice the 2nd fret harmonic first on your B string wich is very hard if your not used to it and requires an even lighter touch then say the 5th,7th, and 12th fret ones.

I tried the technique described at guitarworld and I can't get the scream very high. How do you get the scream really high?

The only thing I can say is PRACTICE! There is no easy way out.

What do you mean by high? the pitch or the volume?

how is your floyd set up? Can you pull up on the bar fairly high? If not ...that may be your problem.

You may need to pull the bar a little further.. also some harmonics has higher pitches, some has lower ones.. for a given string the 5th fret is higher than the 7th > 12th...
if you're not satisfied with the pitch of your 5th, then try 4rth, 3rd & 2nd fretts.... but it will be more difficult for you bec you will need higher accuracy when playing these..

That sounds better but those higher harmonics are harder to get indeed.
