Hello. I just got a new guitar not too long ago, it's a fender Jaguar.Around the 12th and 13th frets, whenever I bend, all I get is a twanging sound. If I bend high I get no sound at all. It's impossible for me to bend around that area without getting an annoying doinking sound! What should I do? Please help....

It could be the frets, or it could be that your bridge is too low, so when you fret the string, it lowers it so that it hits the other frets. That's what the problem was with this old explorer I have until i raised the bridge, then it sounded fine.
Rock and roll ain't noise pollution, but it can get pretty crappy these days.

It may be many factors/things including neck relief, best take it to a guitar shop and have them do a setup, as it's a Fender it's worth spending the money.
Accuracy,you say? hmm interesting concept..

I bet if you were to measure the fingerboard radius, it would be 6 1/2 or 8 inches. Fender got kind of extreme with their curvatures until players started complaining about strings 'fretting out' when they bent notes. The problem with some reissued models is that they don't incorporate the lessons learned from the past. You can address this in part by raising the action. Fenders actually were never meant to have ultra-low action anyway.
