Yes, the relative minor scale is the same as its corresponding major scale. Its the minor scale but it contains the same notes, just in a different orientation.
The only spanish scale that comes to mind (and I dont know if this is even used in spanish music) is the Gypsy scale or Spanish Phrygian scale. Its the fifth mode of the harmonic minor scale.
Its formula goes like this; 1 b2 3 4 5 b6 b7
