Look here at a thread about this subject. There is a lot in legally obtaining the rights to a song. As simple as it would seem, it's not easy.

Also, watch this video from Rick Beato on this very subject. One thing he said in this vid (paraphrasing); you have managers who still think in terms of the 'old way' and want total control over everything thinking that they are losing money.

To legally license songs, it's a hard road. Read through that thread. It will explain a lot.
