The "one finger per fret" concept is the idea that, when you're holding the guitar, you have each of your fretting fingers, resting on a single fret. There should only be a single finger on each fret, not two, not three, one finger per fret.
I'm a visual guy so check out this screenshot of Lisa (one of our instructors!) and the way she is holding the guitar.

As you can see, each of her fingers occupies a single fret, they don't group up within one fret, it's just one finger per fret. Technically, the "one finger per fret" rule applies to the pinky also, so you can imagine Lisa having her pinky finger on that fourth fret, too.
This concept aims to help guitar players play a scales and chords with little movement of the hand. Since you've dedicated a finger to each fret, you can easily rearrange your fingers so that you can play different stuff. This is also supposed to help you train your pinky.

Isn't the one finger per fret only applies to playing single notes and not chords? That is what confused me with the rule when applied to chords?
