I used to have the same problem and moved on to other lessons. Just recently I was noodling around with the guitar and started back messing with barre chords and, HOLY COW!!-- I was actually playing them. With good tone. WTH???

With everything, I guess, it's just a matter of practice, practice, practice. Don't beat yourself up and just keep plucking. Eventually things just seem to fall into place.
