Are PRS geetars better?

LPs go for all sorts of prices. You can spend over a hundred grand on one on ebay, if it's the "right" year. Remember that it's still a chunk of wood with some strings though... the cheapest Gibson LPs are certainly under 2000; about 1200, I think, but someone will have a better idea than me.

What is it about the Ibanez that you don't like? Specifically, is it the sound, the neck, the look, or what? If you don't know what you're after you won't find it. The RG550 is a perfectly decent guitar (though whoever told you Vai plays them was lying; he uses JEMs and UVs - similar, but not the same). New pickups and a decent pro setup might well transform that RG into something you love.
