On a guitar tuner...how does one tune there guitar 1/2 step down from standard tuning?

It depends on what options are available on your tuner.

But these are the pitches or notes you are after:

Tune low E string down to D# (or E-flat)
Tune A string down to G# (or A-flat)
Tune D string down to C# (or D-flat)
Tune G string down to F# (or G-flat)
Tune B string down to A# (or B-flat)
Tune high E string down to D# (or E-flat)
