Change speed on MP3 file

Hi

The case is that I have received a mp3 recording from a old-fashioned tape which has been recorded while being played a bit too fast.

Now I want to change the speed so I can recover the original speed. The music is out of tune so I will simply do it with a digital guitar tuner. So I want to change the speed - tempo AND pitch.

I've tried Sont Vegas. I can change the playback rate and almost get the result I want - I just need a bit more decimal numbers.

I've tried Pitch Shift which only changes the pitch and Time Stretch, which only changes the tempo.

Do you know other software that may help me with this if Vegas can't?

Adobe Audition? I think that's what its called...I've used it for tempo and pitch before.
