Electrics will generally come in 21, 22 or 24 frets depending on the brand and model. 24 frets gives you 2 full octaves on the fretboard and are popular with the Metal crowd.
Having 24 frets will not change the scale length (distance between nut & bridge), it will not enhance your sound, tone, or, unfortunately, one's own ability. Nor does it indicate, in and of itself, that the guitar is of a high quality.
I have guitars in each type, and there is really no difference in playing one over the other unless you specifically need those specific notes high up in the register.
That's my opinion, anyway.
