I think improvising and reading are two different skills.
An if he can, well I'd say he just wasn't comfortable enough w/the chord changes.

Yes Chris he could improvise if he didnt have the chart,
in front of him, that is if he can improvise.(Ear Feel)
And yes improvising and reading music are two different,
skills.(But it sure is great to have both skills)
If he does have a feel or the ear for improvising he,
better know the melody and chord progression backwards and forward.

I was doing this clinic with this piano player one time and I told her to play this chord prgogression behind me while I demonstrated this technique ( it was a simple chord , I think it was the chords to Knocking on Heavens Door, G D A-)
She looked at me and said"I don't know what those chords are can you write them out". So I had to stop doing what I was doing, dig up some staff paper and write the notes of the chords out on the clef for her.
She was a very talented piano player who could play chopin beatifully note for note....but never took the time or had the instruction to associate what she was reading on the paper to general knowledge. true story.

But her reading didn't prohibit her from being creative, its that she was just taught that old-school style of just reproduce the notes on the page....sort of like the ole catholic school nun thing, just do it and don't ask any questions, and don't ever think for yourself or I'll rap your knuckles w/the ruler!

well, I think that having to write things down in order to play them is a big brake to creativity...
