hey there - I had the same question a couple weeks ago. If I understood it correctly, It means that it's a D-chord, but with the lowest note in the chord is now a F#.
That being said, I am pretty new and stil have not figured out how to take the chord and revise it myself. I used the chord chart provided on the tab.
