Step movements (help)

I bought this guitar book. It tells me to do something that i fully do not understand. So i am asking people with more knowledge to help me out.
It says this..

"Without strumming the four beats in the bar, move up the scale with chords. Go from C major to D minor then, rather than going to an E, drop an octave for the E minor and up to F."

What does this exactly mean?
