That section is based on classical phrase use a lot by Bach and Tchaikovsky. (There are a few 'tribute' classical runs in there including another phrase from Mozart's Turkish March later on in the track.)
That part is mostly only on one string but occasionally hits the second.
It goes something like:

PHRASE 1 - alt pick the first section then tap on the high notes with the right hand (marked 't')

The whole thing is repeated again with some slight variation before going into the next section which has a similar anchor rhtyhm phrase that is entirely tapped followed by the swept arpeggios.
Mixing up the alt picking and the tapping gives that fluid to skipping effect which works well here but it is pretty difficult - make sure you tap with the index finger for this one because you have to get back to the picking very quickly in between taps.
