Not at all, he mixes pentatonics with major and minor scales and quite often uses Eastern scales such as Arabian and Dorian. He also uses four note per string runs very often as well as mixing them up with two and three note runs. The trick to Satch is he uses pentatonics sparingly and usually drops them in at the begining or end of a run involves something comepletely different. This keeps things fresh and gets him away from sounding like most other players out there. His biggest weapon is the use of modes in his solos, switching frequently to change the feel of his solos.
