With great care! i'm assuming you want to lower it? this requires accurate measuring of the saddle (usually at three different points) when it is fitted to the guitar and again when it is removed so that you may remove (grind off) the required amount of material, the real problem is that acoustics can tend to 'belly up' slightly around the bridge area, which means the saddle would need to be ground with a slight arch to it otherwise it won't sit flush in the bridge, basically if you don't know what your doing, take it to a tech.

sorry i actually want the raise the action of the low E string, im gettin some bad fret buz on 2nd and 3rd frets

That sounds more like a truss rod issue or possibly a slight twist in the neck (unless there's significant wear to the saddle), if you raise the action to eliminate fret buzz that low down the neck the action will be way high at the top end, i'd be inclined to have a tech take a look at it.

hmm ok how do i raise the action on my guitar then? its only a cheap one so i dont really want to be spendin lots of money but the buz is really irritating

Try placing some thin slivers of card underneath the saddle.
