The picture by your name is an avatar.. and you can only have one of those if you are full access subscriber.
Pictures in the post - you have to upload to a photo hosting website like www. photobucket.com and then link in your post.

Photobucket is for your own pictures you want to share. As for a picture from any internet site.... Just take the .jpg or .gif or .bmp link, copy it, then click the little button in the "reply to thread" box that looks like a mountain and sun picture and paste the link in there.

Putting an image in a post is done by pasting in the address of the image and surrounding it with [img] and [/img]. These tags are not case sensitive, but they do have to be directly before and after the address with no white space.
Here's an example- this:
