Accent?

Hi, I was trying to learn "Basketcase" by Greenday and on the tab it said to "accent" certain chords.

Pardon my ignorance but what exactly does this mean and how do you accent a chord?

Your help is appreciated.

Accenting some notes is really just to play them a little louder, so if caps are loud and the others are quiet / percussive clicks:

DUH DUH duh duh duh DUH DUH duh DUH (ala Beavis & Butthead)

So does that mean I have to mute the chord or do I just lighten up my stroke?

It means that you need to use a slightly sharper pick attack on those notes. In other words, strum harder.

light strumming vs hard strumming. You probably do it automatically for some songs and don't even realize it.
