The way i did is i just asked some friends if they wanted to start a band even before we could play, then we just built from there, it's been about a year i guess we made improvements. But one things i have found is some of your friends may not be a passionate about "the dream" as you are, and other friends might be hell-bent on learning all of one band's songs and never mixing up the style. The ones who aren't as passionate you need to get rid of, the ones who are stuck you can change with alot a of effort.
Also, i have found that it takes alot of courage for people to sing with a band, even in front of friends, so find someone with enough fortitude scream at strangers. But have fun on the way
