Any way I can get support for Asian characters and the like without the XP disc? My comp came with XP installed, so I don't have the disc it says I need.

You should be able to download a free Input Method Editor (IME) try searching the microsoft website for one.

It would greatly surprise me if a reliable free application for doing that wasn't available somewhere.

I am, of course, assuming that your intended goal is the manipulation of music you have lawfully aquired. Conversion with the intent of distribution I cannot condone. ;)

Yeah, the song is on a CD I bought, I just wanted to convert it to mp3 so I could use Audacity to cut out part of a song so I could show Brendon without having to send him the WHOLE song, which you know, we both have dialup. I mean it would be the same as if I were to take the CD to his house and play him the one part of the song, so I see nothing wrong with that.

Download winamp and the LAME MP3 encoder. Should serve all your cd ripping needs. It's not illegal to rip cds that you own.
