Even with a hands-free rig, a phone call is very distracting. People try to visualise the person they're talking to, and that takes a lot away from their attention to the road. If you don't think so, consider that when people are looking intently for something like an address, they always turn down the radio so they can concentrate. A phone call is a lot more involving than listening to the radio.
