There are chemicals that can synthesize ribose (the ribo in ribonucleic acid), but it is synthesized as a minor product and the other products it synthesizes do not allow for the construction of a strand of RNA. Enzymes also have to be present for the synthesis of ribose.

I could give you more info why it couldnt have occured in the primordial soup, but it would be going way over everybody's head and getting way too scientific for anyone to care less.
