I think what he was getting as was cut people some slack. Things take time. As a person grows older and older it literally becomes harder and harder for them to learn. Becoming fluent in another language is no easy task, let alone one as complex as the English language. It can take the better portion of a decade to become fluent if the person's old enough. Kids, on the other hand are ok though some of the people that were raised into the English language here disgust me. I think they're more of a problem than someone moving to a new country and having a hard time learning the language. There's no excuse for not knowing something that you were raised into.
